Amber Meadows HOA Annual Meeting – Minutes

Meeting held at the Amber Meadow Pool

  • Previous Meeting minutes were approved by vote of board

Discussion items:

 Homeowner had made a suggestion to paint a pickleball court on the pool parking lot for spring/fall use – will look into possibility

  • NEC committee was asking for updated emails and phone numbers of board members – will be provided with board member’s approval

ARCHITECTURAL COMMITTEE:  

  • Contacted homeowner about misunderstanding of front yard landscaping – issue resolved

GROUNDS:  

  • Conversation had with fencing company, Due to Covid crisis, they are having difficulty obtaining fencing at a reasonable cost for project completion and the company has requested the Board start the project in the spring on 2021 – Board approved however sets time deadline
  • 2 sprinkler heads replaced on Island off 129th street, plan to check water budget to determine how long to remain watering as we enter into late fall
  • Plan to have a couple more mows with left clean up and planting cut back
  • Ash Trees – after a view of ash trees on the grounds, they are 10 trees that would strongly benefit from Ash Bore Protection – Will plan to budget for this as a new line item in the 2021 budget

POOL:

  • Pool Closed – will plan to change out pool code
  • Special thanks to Kyle Kuhlman for handling the Pool sign up this year!

  • 2/11/2020: Secure Quotes on concrete pool deck repair :  Due to difficulty obtaining bid with Covid 19 outbreak, this item will be address this Fall – The pool deck will be patched for the 2020 season, painting, possible fiberglass repair, ladder replacement – Placed on hold until fall
  • 3/10/2020: Contact Young Management about providing summary of 2020 assessment fees by lot:  On Hold due to Covid 19 – board focusing of how Covid 19 may effect 2020 fee assessment payment
  • 4/14/2020: Replacement Fencing for Section B  – Contract signed, next task is to send out letter to affected homeowner – Awaiting fencing company’s schedule
  • 4/14/2020:  Replanting at Monuments 129th and Quivira –   Did finish planting at 127th Quivira, We will continue with this task come fall for better survival of plantings hold til fal

The Board voted and approved the addition of Anthony White and Anthony Ross to the HOA Board.

PRESIDENT:   

  •  Provided an update on what actions can be made in order to regulate the number of rental properties in Amber Meadows.   – The board agreed to move forward with the proposal to take the necessary steps to obtain 75% written approval of  HOA to amend the Bylaws to include the requirement that all property owners must maintain residence for 1 year to be eligible for rental. – plans are made to contact the HOA lawyer to obtain the steps necessary to move forward 
  • The City of Overland Park will have a recycling day at Blue Valley 8-2 on Sept 26

ARCHITECTURAL COMMITTEE:  

  • presented  homeowner request for adding small landscaping/garden to side yard off driveway – Board votes and agreed, homeowner contacted and informed board approved with the requirement that no fencing be used and landscaping be well maintained and in accordance with the City of Overland Park

SOCIAL EVENTS:   FAll garage sale will be Sept 24-26

Discussion items:

  • Anthony Ross (current homeowner) introduced himself to the board and provided information on HOA insurance opportunities available through his employer.  The Board welcomed Mr. Ross proposed to present the HOA with a quote for possible savings.  Mr. Ross believed that he should be able to present this information at the next board meeting.
  • Mr. Ross and Mr. White have both expressed interest in joining the 2020 HOA Board – we will continue this discussion at the Sept meeting.

PRESIDENT:   

  •  Waste Management contacted several homeowners, notifying them that due to Covid 19 and staff shortages, yard waste will not be collected for approx 4 weeks.  They will provided a refund to the Board for these services, totalling $1.46 per household

TREASURER:   

  • 2020 Online neighborhood directory has been updated

ARCHITECTURAL COMMITTEE:  

  • discussed a resident’s request to install an outdoor batting cage – Decision was made to contact resident for more information prior to decision
  • resident contacted the board for further information regarding access to sidewalks that cross driveways.   There is a Overland Park ordinance code that state no sidewalk maybe blocked for any reason – Resident will be notified to contact OP cares to address this issue

SOCIAL EVENTS:   No New information

GROUNDS:  

  • Identified a few sprinkler heads that need repair located off 127th and Quivira, will obtain quote for replacement/repair
  • Plan to Assess fence along Quivira for fence pickets that require replacement

POOL:

  • Board voted to keep Pool opening after the scheduled Labor Day closing due to nice weather and continued attendance.  This is not expected to exceed the projected Pool expenses due to the  late  pool opening.  
  • Plan to obtain Quotes for replacing Vs retiling of pool, Painting of main pool, possible repairs of fiberglass, and repair/replace of broken ladder

Online Meeting open to Amber Meadow residents due to Covid 19 Pandemic

  • 4/14/2020: Replacement Fencing for Section B –  We are scheduled for Fence replacement (127th and Quivira east to Bond) – Estimated start date will June/July – Owners that back to this fence line should look for communication both from Amber Meadows HOA and Mann Fencing company closer to the start date.   –  Will continue  to monitor as action item until finished
  • 4/14/2020:  Replanting at Monuments 129th and Quivira – postponed due to weather and opening  of Pool
  • 4/14/2020:  Replacement of Pool LIghts – scheduled to  be complete before Memorial Day

Discussion items

POOL OPENING –  The board discussed many options for opening the pool for the 2020 season.  We do plan to go forward with opening the pool following certain conditions – Please look for more detailed information through your email.

  • New commercial solar light at the monuments located at 129th and Quivira have been installed and are working great

TREASURER:   

  •  2020 Budget –  We will be utilizing $25,000 out of our reserves for fence construction
  • Looking forward with inflation and increases in Waste Management services:  It is apparent that the Board will need to raise HOA Assessment Fees.  We are beginning discussion on this topic and are tentative planning for a Vote to  increase Fee assessment  in 2021.  We welcome any and all homeowners to attend Board meetings to help with this process.

ARCHITECTURAL COMMITTEE:  No New Information

POOL:

  • Below will be some of the requirement for re-opening the pool following the Covid 19 crisis:
    • We will be utilizing Sign Up Genius for homeowners to sign up for 2 hour time slots, how many slots a week had not been determined
    • Maximum of 30 people in the pool area with social distancing being strictly observed
    • Pool furniture will not be available for use , No Guest premitted
    • Home Owners will be required to sign an agreement stating they will follow guidelines before the Pool code will be provided

WEBMASTER:   Will be looking into new platforms for future online meetings.  Some platforms including 

Zoom offer free services limited to 45 min meetings.
